XXX CONFIDENT IAL.

My Lord,

RECEIVED

31 OCT 1940

C. O. REGY.

Government House,

Hong Kong•

13th September, 1940.

With reference to Your Lordship's confidential

telegram No.476 of 29th August, 1940, notifying approval of the invaliding of Mr. David Davies, Chief Clerk, Colonial Secretary's Office, I have the honour to enquire whether a suitable officer from the Colonial Office registries could be seconded for a period of three years to this appointment with a prospect of permanent transfer at the end of that time should the arrangements prove mutually satisfactory.

2. I understand that this question has already been

discussed in semi-official correspondence which passed between Mr. Sydney Caine, during his tenure of office as Financial Secretary here, and the Service Department of the Colonial Office, and that an indication has been given of the type of officer desired. It is suggested that during the period of

secondment a salary of £775 - 25 - £825 should be offered with residential allowance and rented quarters if available

on the new terms. If permanent transfer was ultimately

effected it would be proposed to offer the same terms as those of the post of Treasury Accountant now held substantively

by Mr. E. Pudney.

I have the honour to be,

My Lord,

Your Lordship's most obedient, humble servant,

E. F. NORTON

THE RIGHT HONOURABLE

Officer Administering the Government.

LORD LLOYD OF DOLOBRAN,

&C., &c.,

&c.
